Located in Upper Marlboro, Maryland, RME provides subcontracting, design build, and general construction services for the federal, state and local governments, as well as commercial, educational and institutional enterprise projects.
Our highly experienced staff consists of project managers, superintendents, project engineers, accounting admins and carpenters, all who are dedicated to ensuring our projects are delivered safely, on time, and within budget.
Since 2001, RME has successfully completed various prime and subcontractor projects exceeding $140 million. Founded in 1995, Rich Moe Enterprises, LLC (RME), is an MDOT approved Minority Business Enterprise as well as a certified Prince George's County small business operation located in Upper Marlboro, Maryland.
Providing General Contracting, Design Build, and Self-performed Subcontracting services, RME has successfully completed many multi-million-dollar new construction and renovation projects for federal, state and local governments, as well as design build projects for educational and institutional enterprises.
Owner Richie Mohammed started RME in 1995 and incorporated in 2001 as a general trades construction company performing rough carpentry, installation of safety protection equipment and options, and asbestos abatement. Since then, RME has evolved into a full service General Construction company with design build capabilities as well as self-performing capabilities for various interior scopes of work.

This 15,000 ft² project included major renovation to the two-story Prince George’s County Courthouse Cafeteria in Upper Marlboro, MD. All finishes were replaced, the lobby stairs were replaced with an elevator, and all new kitchen equipment was installed. The HVAC, fire alarm and fire suppression systems were also updated to accommodate the new layout.
The Calvert County Government’s Mt. Hope Community Center Design Build project was to renovate the building’s HVAC system and add insulation to provide a more energy efficient building for the County. This renovation was in part funded by a grant from the US Department of Energy, and therefore RME had to meet the Maryland Energy Administration requirements for the project. As a community center, the building was occupied by facility staff and public during the renovation, requiring special care with temporary protection of the construction site, as well as ensuring a safe environment for the building’s occupants.
This U.S. Army Corps of Engineers project consisted of new front and rear porches which both met historical preservation requirements. We also installed new sanitary and storm systems, performed masonry restoration, and added new sidewalks.
Phase 1 of the Bowie State University Leonidas S. James Physical Education Complex concentrated on the gymnasium section of the building and consisted of abatement of ACM and replacement of interior finishes including wood flooring in the racquet ball court. In addition, the HVAC replacement portion of the project involved four new rooftop units which were fitted with a supply fan and a return/exhaust fan to circulate the return air across the energy recovery wheel to extract any latent energy thereby preconditioning the outside air.
Phase 2 of the project concentrated on the non-gymnasium areas and included office space, teacher lounges and the academic center where all interior finishes were replaced.
The Bowie State University James E. Proctor Jr. Building roof replacement included complete replacement of the existing roof covering, toppings, insulation, and associated flashings.
The Bowie State University Field House renovation and expansion included a new one-story 4,700 ft² field house facility which was an expansion of the existing field house and included a new kitchen and concession stand.
The scope of the Howard University School of Medicine project included complete decommissioning and demolition of existing finishes, as well as the installation of new integrated architectural, mechanical, HVAC, plumbing, medical gas, electrical, and life safety systems. As part of this project, RME self-performed installation of all structural medical equipment supports, wall assemblies, ceiling systems, acoustical treatments, and accessories.
The Prince George’s Community College Annex A project included converting the existing childcare spaces into modern classrooms, renovating the finishes and equipment, removing the small single-occupant and unisex restrooms, and providing a separate restroom for both staff and students. The scope of this work also involved eliminating the existing kitchen, creating a new storage room plus additional office space, and constructing a welcoming center in the lobby area. The project also included the replacement of the existing roof, exterior windows and doors, and replacing the existing mechanical rooftop units with new gas fired HVAC rooftop units. RME also facilitated technology upgrades to utilities, infrastructure, including providing a new emergency generator. RME managed coordination with all local utilities and secured all permits for the project.
This design build project for Anne Arundel County was to design and construct a new server room to house the hub for their fiber optic network, which was part of the County’s extensive fiber optic construction project. Project scope required the development of a detailed design for the space while raising the existing floor. The broad range of other installations in this project included the following:
This Prince George’s County school project renovated 13,500 ft² within three main corridors at Potomac Landing Elementary School. This fast-track project (45 days) included demolition of removable partitions within hallways along with associated utilities. The new construction included fully grouted CMU reinforced walls and new interior finishes. The MEP modifications included relocating sprinkler heads, new smoke dampers with transfer ducts, new grilles, registers, and diffusers, new LED Lighting fixtures, switches and receptacles, and a partial fire alarm system upgraded with a new annunciator panel.
This project for the Prince George’s County Department of Corrections, completed in phases, renovated eight 14,500 ft² housing units. The scope included all new interior finishes, renovation or replacement of cell doors and hardware, correctional grade inmate tables, correctional grade storefront units and kitchen units. The plumbing renovations replaced all water closets and lavatories, and required modifications to existing showers to comply with ADA standards. The electrical work included officer station upgrades, new LED lighting, and electrical fixtures upgrades.
This project for the Prince George’s County Department of Corrections required renovation of the failed HVAC system within the kitchen. The scope of work included providing temporary air conditioning for the space while the project was being completed, installing a new AAON 50-ton split system, additional ductwork, new returns and supply grilles. The kitchen remained fully operational during the work.
This phased project for Prince George’s County Maintenance Facility in Brandywine, MD, consisted of a new 16,104 ft² vehicle maintenance garage, a 12,853 ft² covered salt storage building, and a 2,800 ft² storage shed. The salt storage building and associated site work was completed within 90 days to ensure the County’s snow removal efforts were not impacted. The two-story vehicle maintenance facility included multiple offices, restrooms, men’s and women’s bunk rooms, kitchen, data/IT, fire pump, and entrance vestibule and corridor. The three maintenance bays were equipped with hydraulic and column vehicle lifts, vehicle exhaust extraction systems, tire changer, tire balancer, overhead hose reel assemblies, etc., and include a weld shop, tool storage room, shop storage room, fluid control room, tire repair room, wash bay (automated carwash), and wash bay equipment room. The building was also outfitted with new electrical service, HVAC system with controls, fire suppression system, and more utility enhancements.
